  The GPS global positioning system is one of the most groundbreaking high-tech developments in recent years. Its global, versatile, and all-weather advantages in navigation, positioning, timing, and speed control have been increasingly applied in the field of vehicle monitoring. The vehicle monitoring and management system adopts GPS satellite positioning technology, GIS geographic information technology, and computer network communication and data processing technology as vehicle positioning methods. It uses the Public Mobile Communication Network (GSM) for data communication between the vehicle and the center, which has the advantages of stable communication, less initial investment, and mature technology. It can achieve real-time monitoring of vehicle dynamics nationwide with less operating costs.

  Based on our understanding of official vehicles, we believe that there are the following management application requirements for unit official vehicles:

  1. How to monitor the time and route of official vehicles entering and exiting the unit;

  2. How to regulate the driving behavior of official vehicles, avoid monitoring vehicle violations (monitoring speed, driving route, and area), and ensure safety;

  3. How to receive, monitor, and rescue emergency incidents, ensure asset safety, and reduce losses/ 4. How to improve scheduling capabilities and improve the work efficiency of vehicle users;

  In order to solve the above problems and strengthen the management of drivers and vehicles, GPS satellite positioning technology, GIS geographic information technology, and computer network communication and data processing technology are used as vehicle positioning methods. The Public Mobile Communication Network (GSM) is used for data communication between vehicles and the center, and a monitoring and management system for official vehicles is established to achieve the following functional requirements:

  1. Vehicle safety management: Through a database, detailed records of vehicle operation trajectories can be recorded, and the operation trajectories can be replayed and tracked to monitor driving routes, achieving effective management of vehicles by management departments and serving as a deterrent to drivers.   2. Data statistics and analysis: The management department can use management software to automatically calculate and analyze the information transmitted by each vehicle from aspects such as speed and mileage, and control the driving behavior of the vehicle,

  3. Monitoring and scheduling services: improve management transparency and scheduling operability, thereby improving the work efficiency of vehicles and personnel;

  4. Security services: Provide automatic and manual alarms for vehicle emergencies, malfunctions, and distress, reducing vehicle and personal safety threats and property losses.
