Controversy over mandatory installation of locators with video surveillance in taxis

　　The Guangzhou Municipal Commission of Communications issued the "Guangzhou Passenger Taxi Vehicle Technical Management Regulations", which stipulated that from August 1, Guangzhou taxis will be required to install on-board intelligent systems such as locators with video surveillance. More than 21,000 taxis in the pipeline will be installed with video surveillance and other in-vehicle systems. This provision is set up to urge drivers to operate in accordance with the law. 　　Many taxi drivers have welcomed this new measure, believing that the installation of locators with video surveillance has obvious benefits for the safety of drivers and passengers and for dispute resolution. On the one hand, it can protect the legitimate rights and interests of passengers, and on the other hand, it can better supervise the driver service. However, whether taxis should install locators with video surveillance is still controversial. The main function of the locator with video surveillance installed in the taxi is actually to urge the driver to operate in accordance with the law. Once the driver and passenger have a dispute, it can become the basis for ruling.

　　On the one hand, taxis belong to public transportation, and the interior space of the car can be regarded as a public place. There is no legal problem to install a locator with video surveillance in the car for safety reasons. But after all, taxis are different from buses and subways. They are still a relatively personal space, and the privacy rights of passengers should also be respected. If a locator with video surveillance is mandatory in a taxi, there must be a corresponding set of passenger privacy protection mechanisms. For example, passengers must be informed in advance who keeps trackers with video surveillance, who has the right to view them, and a strict management system.
