Beidou/GPS positioning system in emergency management

  1. Emergency duty management subsystem: Implement emergency duty business management such as information reception, screen display, tracking feedback, expert video consultation, image transmission control, electronic map GIS management, and situation synthesis for production safety accidents. Utilize local and departmental monitoring networks to grasp the spatial distribution and operational status information of major hazard sources, conduct dynamic monitoring, analyze risk hazards, and predict and warn potential major accidents.

  Within 3 (2) hours of the incident, submit information on particularly significant and significant production safety accidents, as well as audio and video information on the accident scene, to the national (provincial) safety production emergency rescue command center through the emergency platform.

  The municipal emergency duty management subsystem should have an auxiliary alarm response function, connected to a unified alarm response platform formed by public security, fire protection, traffic police, and first aid, to handle emergency rescue and reporting information for production safety accidents.

  2. Emergency rescue decision support subsystem: After a production safety accident occurs, the predicted results of relevant regions and departments are summarized and analyzed, and combined with the progress of the accident, the scope, mode, duration, and degree of harm of the accident are comprehensively studied and judged. In emergency rescue decision-making and actions, it is possible to collect corresponding resource data, geographic information, and historical disposal plans based on the current disaster situation. By calling on expert knowledge bases, information can be comprehensively integrated, analyzed, processed, and evaluated, and corresponding technical plans and measures can be developed. Solutions to technical difficulties encountered during the rescue process can be proposed to achieve the scientific and accurate nature of emergency rescue.

  3. Emergency rescue plan management subsystem: Following the principle of hierarchical management and territorial priority. According to relevant emergency plans, utilizing the research and judgment results of production safety accidents, intelligent retrieval and analysis of relevant laws and regulations, policies, safety regulations and specifications, rescue technical requirements, and cases of handling similar accidents are conducted through the emergency platform. Expert opinions are consulted, and measures and emergency rescue plans for responding to production safety accidents are provided. Based on feedback on the response effects at different stages of the emergency rescue process, dynamic adjustment and optimization of emergency rescue plans can be achieved on the emergency platform.
